Business Analyst

Primary Responsibilities: Performs high level professional work in the County Manager's Office to improve business processes, resource utilization, communication and insight to business management solutions and may act as backup for the Assistant to the Board of County Commissioners. Identifies and helps implement process improvements using tools (such as Lean Six Sigma, process mapping and other project management tools) to enhance Gilpin County services. Responsible for a wide variety of analytical and professional duties including (but not limited to) financial and statistical reports, policy analysis, coordinating the County's website and providing administrative duties in the County Managers Office. The Business Analyst will assist, lead and perform specialized professional work. Duties may include conducting complex research; performing complex and detailed analyses; developing and providing recommendations to elected officials, program and project managers, and department directors, as needed.

Main Job Duties:

Business Analyst and Business Process Duties (75%)
Collaborates on business process improvement initiatives, working
in conjunction with other departments and consultants, using
process improvement methodologies and project management
Assists the County Manager by conducting research and preparing
statistical, financial, demographic and operational data used in
reports, graphs, studies, surveys and analyses, including budgets.
Conducts policy research, makes policy recommendations and
drafts policy memos for review and recommendation by County
Manager to the Senior Leadership Team and elected officials.
Assists with the monitoring of consultants and contractors; and
administers contracts when assigned.
Represents departmental and County interests on committees,
outside organizations and staff subcommittees as necessary; may
coordinates technical support activities with other departments,
divisions and outside agencies.
Recommends, develops, implements and amends organizational
policies and procedures;
Develops management information systems and processes.
Prepares Board of County Commissioners reports, financial reports,
statistical tables, charts and graphs.
Performs complex research and analyses, regarding various services,
programs and projects such as: analysis of the impacts of changing
services and analysis of alternative service provision.
Compiles, analyzes, and interprets data for the Executive Leadership
Team, management, and county operations.
Acts as a Departmental subject matter expert on technical projects
and, when assigned, is the point of contact with Vendor and other
Prepares clear, concise and accurate written reports and
memoranda for various audiences, including Staff, Contractors,
Boards and Commissions and community members.
Interprets complex written information, such as contracts, reports,
legislation and legal documents.
Manages special projects, including work plans, monitoring
progress, performing analyses, facilitating between various project
participants and providing quality control.
Works with citizen groups or other boards and committees.
Administrative Duties (15%)
Assists the Administrative Assistant to the Board of County
Commissioners as needed in preparing and organizing agenda and
meeting packets along with other materials necessary for the Board
Performs training and support for office equipment and software as
Provides coverage for the Assistant to the board of County
Commissioners with general office needs.
Assists with preparation for public hearings and ensures equipment
is maintained and functioning.
Assists the clerk to the board in attending meetings and completing
meeting minutes.
Assists with office correspondence.
Performs other appropriate duties as assigned by the County
Manager and any duties needed to stabilize an emergency situation.
Assists with preparing and processing county expenditures.
Coordinates special events and works closely with all departments
regarding tasks for various events.
Assists with contract administration on a variety of items as needed.
Assists with cash deposits and reporting as needed.
Web Development and Maintenance (10%)
Coordinates the ongoing design, development, trouble shooting
and maintenance of the Gilpin County web presence and web-
based activities and other social media platforms.
Analyzes existing web presence and web-based processes and
makes recommendations based on feasibility and cost effectiveness.
Works with management to determine the needs of the website and
the expected needs of the website's audience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
